ProRank has a well established track record of assisting small and disadvantaged business enterprises (DBEs) from our former capacity administering the PennDOT Supportive Services Program from federal fiscal years 2008-2012. We have a firm understanding of the US DOT DBE Certification process and the best practices to utilize that certification for it’s full marketing potential. We also understand the changes to the DBE program regarding the Small Business Element or (SBE) certification that you may start seeing your local STAs begin the recognize.

In 1982, the Pennsylvania Department of Transportation (PennDOT) became one of the first transportation agencies to introduce strategic management as an operating principle. PennDOT’s process includes an agency strategic agenda that is developed every 4 years under the guidance of a strategic management committee and is implemented through annual business plans. Strategic plans are used to drive other management and decision-making processes to achieve agency goals and objectives.
